Spurs is a joyful, exuberant exception rather than the rule amongst the top Premier League clubs in actually naming and shaming. Most clubs list who are their authorised resellers are and leave it at that.
Even the Premier League’s list has a fraction of the names on Spurs’ list, and surprisingly completely ignores some of the biggest offenders like StubHub and Viagogo.
The Premier League have named 42 rogue websites, whereas this season’s Spurs list names 99 bad actors.

A quick of analysis of the Spurs list heading into season 2021/2022 shows some familiar names like StubHub and Viagogo, Ticketbis.net as well as a general warning against any ticket sold via Craigs List.
Most of the websites operate behind a dot.com registration. But there are ten sites using the .il for Israel, five registered to a UK domain, three in Spain and Norway respectively, two in Ireland, and one each in the United Arab Emirates and Belize.
